Garissa reaches budget stalemate deal

Garissa Governor Nathif Jama has broken his silence over the standoff between his office and the County Assembly after the Ksh 7.9 billion 2016/17 budget estimates were rejected by the MCAs.

Jama has been mum since the estimates was unanimously thrown out by the 48 Members of the County Assembly on June 30th and now says the anomalies in the financial estimates as pointed out by the MCAs have since been corrected.

He acknowledged differences between the executive and the assembly over the interpretation of the budget, which he says have been resolved.

He regretted that the debate on the budget rejection had largely been politicized and misinterpreted by a faction of politicians with personal interests.

The Governor said the adoption of the budget estimates will enable his administration to settle accrued and pending bills owed to the contractors and other suppliers.

Dadaab MCA, Mohamed Abdi, who at one time brokered a meeting between the MCAs and the Governor, said he was happy to announce a deal had finally been reached.

He said since the budget was shot down, the assembly has done a report and resolved existing differences.

Among the reasons the MCAs cited included failure by the budget estimates to adhere to ceiling adopted by the house in the County Fiscal Strategy Paper as required in the Public Financial Management [PFM] Act 2012.

They further said the Treasury did not verify the debt the county is owed by service providers and did not submit to the County Assembly for approval the Debt Strategy Paper in line Article 123 of PFM Act 2012.
