13 magistrates face the sack over graft, CJ Mutunga

Chief Justice Willy Mutunga has announced that 13 magistrates are facing the sack over allegations of corruption, failing to deliver judgments and gross misconduct.

The 13 are facing termination following recommendations from the Judicial Internal Auditors and JSC Inspectorate Unit. Mutunga made this announcement even as he revealed that that 65 administrative staff, among them 17 accountants, have already been sent packing.

Speaking when he launched the Judiciary Policy document, Strategic Plan and the State of  the Judiciary Report 2013/2014 on Thursday, Mutunga said the move is aimed at riding the judiciary off corruption. Further, the CJ said that removal proceedings against the magistrates are already underway.

Mutunga, however, praised the Judiciary for commendable progress made saying the body has continued to implement the Judiciary Transformation Framework despite the challenges they face.

He said several polices have been developed, human resource and financial systems established, and procedures and processes institutionalized.

The CJ further noted that court construction and rehabilitation works continue in over 100 sites with the annual training programs on-going.

Additionally, he noted that judges, magistrates and staff are now under performance contracts to help the newly rolled out Daily Court Returns Template (DCRT) and to measure judicial output on daily basis.

Mutunga further noted that there has been an improvement in access to justice through various initiatives including recruitment of more judges, increasing number of courts, gazettement of various rules, introduction of payment system and establishment of more court stations.

He noted that the court’s caseload stands at 119 cases stating that a new strategy to speed up heating and determination of the cases has been set.
