14 senior police officers found unsuitable to serve

The National Police Service Commission (NPSC) has sacked 14 senior police officers after fresh vetting.

The officers were found unsuitable to continue serving in the police force among them former Senior Assistant Commissioner of Police James Mwaniki Thathi, who had been reinstated by court after his initial dismissal.

The others include seven Senior Superintendents of Police, four Superintendents of Police and one Assistant Superintendent.

The National Police Service Commission has, however, reinstated 23 other officers who have managed to convince the commission of their innocence.

According to the statement from the NPSC, since the commencement of the vetting of police officers in December 2013, 4 cohorts of officers have so far been vetted.

“These cohorts include Senior Deputy Commissioner of Police (SDCP) Iⅈ Deputy Commissioner of Police(DCP); Senior Assistant Commissioner of Police (SACP) and Assistant Commissioner of Police (ACP); Senior Superintendent of Police (SSP) and Superintendent of Police (SP); as well as Assistant Superintendent of Police (ASP),” read the statement in part.

According to the NPSC, the results of the cohort comprising SSPs, SPs and ASPs which were released on 9th October 2015 indicated that 63 officers had failed the vetting process while the results of 31 officers had been withheld pending further investigations.

“In line with Regulation 33(1) of the National Police Service Vetting Regulations 2013, 62 officers out of the 63 found unsuitable applied for a review of the decision by the Commission to remove them from the Service. The Commission admitted 36 requests for review and rejected 26 in accordance with Vetting Regulation 33(2) which provides the criteria for granting a request for review. Out of the 36 reviews granted, the Commission overturned its decision with regard to 23 officers but upheld the decision to remove 13 officers from the Service,” further read the statement.

In addition to the 36 review cases, the NPSC also vetted for the first time an officer of the former rank of Senior Assistant Commissioner of Police (SACP) who was reinstated by the Court after having been dismissed from the Service.

The Commission has since released the results of 31 officers in this cohort which had been withheld pending investigations.

Of the 31 officers 7 were found unsuitable and consequently removed from the Service. These 7 officers have since requested for a review but the Commission is yet to make a decision as their applications came later than those of the 36 officers whose results are being released Wednesday.

The results of the 36 officers who were re-vetted in February 2016 following a request for review and one (1) officer of the rank of Senior Assistant Commissioner of Police who was vetted for the first time are as follows:
