Anti-corruption agency now targets Siaya County over graft claims

The Ethics and Anti-Corruption Commission (EACC) has begun investigations into the alleged misappropriation of funds in Siaya County.

A letter addressed to the office of Siaya County Secretary seen by Citizen Digital says some of the irregularities that the anti-graft commission is investigating include irregular payments made to some consultancy firms.

Other cases to be investigated include abuse of office and embezzlement of public funds in two water projects in the financial year 2014/2015 and 2016/2017.

The office of the County Secretary is also required to avail the commission with original documents to facilitate the investigation of alleged corruption in purchase of motor vehicles for the financial year 2014/2015.

In the commission’s letter dated October 23, 2018, the EACC demanded to be provided with original documents of the procurement plan.

Other documents required are tender advertisements and appointment letters for the Inspection and Acceptance Committee together with minutes of the tender opening committee and tender attendance registers.

EACC is also investigating county officials on allegations that the tender for the construction of county headquarters was marred with corruption, abuse of procurement regulations and conflict of interest.

The county government of Siaya has also been directed  to provide documents of how payment of Ksh. 56.6 million was made to EDON Consultants International Ltd.

The payment was allegedly for the supervision services of  construction of county headquarters without approved requisition authority to initiate the procurement.

However when contacted for comment Siaya County Secretary David Anyona stated that he had not yet received the letter.
