Auditor General is the answer to Eurobond queries  Mudavadi

Amani National Congress (ANC) leader Musalia Mudavadi has said it is the duty of the Auditor General to provide all answers to questions relating to Eurobond.

Mudavadi said that Kenyans should give the Auditor General Edward Ouko time to carry out investigations and table his findings to Parliament.

“The Constitution gives the Auditor General powers to investigate the expenditure of public fund. Kenyans should, therefore, accord him time to investigate Eurobond claims and table his findings in Parliament,” he said.

“Through the report, we will be able to know if Eurobond money was misappropriated and if the law was flouted in any case.”

In an interview with Citizen Digital, Mudavadi said he agreed with the Public Accounts Committee’s views that they cannot make a breakthrough in the Eurobond investigation without the Auditor General’s report  saying the due process should be followed.

According to Article 229 of the Constitution, the Auditor General may audit and report on the accounts of any entity that is funded from public funds. The report shall confirm whether or not public money has been applied lawfully and in an effective way and submitted to Parliament or the relevant county assembly.

The Eurobond bond has been a hearty matter for the past months with CORD leader Raila Odinga alleging that over Ksh 140 billion is missing.

Despite the government denying any misappropriation of Eurobond funds, Odinga has not peddled off the issue with his recent announcement of names of prominent personalities in government and public institutions as persons of interest in the saga causing political heat and threats of legal suits.

Mudavadi further said that the Ethics and Anti-Corruption Commission should be given time to carry out investigations into the claims saying it is too early to rule them out.

Mudavadi further reiterated that there is a plot by Jubilee to rig the forthcoming elections in the favour of President Uhuru Kenyatta. He says this is evident in the way the government has frustrated the activities of the Independent Electoral and Boundaries Commission (IEBC).

“IEBC has been given Ksh 500,000 and yet they need over Ksh 480,000 to carry out voter registration in the every ward,” he said.

“Mudavadi noted that the amount that the government has allocated to IEBC is too little to ensure effective voter registration.”

“Majority of the members in the Judicial Committee and the Budget Allocation Committee is occupied by Jubilee legislators. Why did they therefore not use tyranny of numbers to push for the increment of IEBC budget? Questioned the ANC party leader.”

He also raised issues with the ID issuance process saying the youth should be allowed to get IDs before the registration process begins.

“It will be difficult for IEBC, for instance, to achieve its target of registering 8 million voters, if the youth are finding it hard to get ID cards,” he said.

IEBC is set to begin voter registration exercise in February as it prepares for the 2017 General Elections.
