Boinetts Nomination Was Flawed, Civil Society

The International Center for Policy and Conflict (ICPC) has faulted the nomination process terming it as flawed.

ICPC Executive Director Ndung'u Wainaina says the process lacked merit and competition.

The statement comes only two days after Senators and Members of Parliament approved Boinett for appointment by the President.

Wainaina has also condemned the ongoing vetting of police officers, saying it is not thorough and will not reform the police service as it has failed to address key issues affecting the service.

PROFESSIONAL INCOMPETENCE

The ICPC boss has also accused National Police Service Commission (NPSC) chaired by Johnstone Kavuludi of failing to link officers’ wealth to their professional incompetence and inability to tackle spraling crime to ensure a professional and accountabile service.

Boinett, a high ranking intelligence officer at the National Intelligence Services, was nominated by President Uhuru Kenyatta for the position of the  Inspector General of Police.

He will be faced by an uphill task of revamping the police service that has had a bad image in the eyes of the public.

Boinett, who served in the defunct National Security and Intelligent Service (NSIS), now National Intelligence Service (NIS), is a career policeman, joined the intelligence service in 1998.

CONTROVERSIAL CERTIFICATES

He holds two Master's degrees, one in security management and another in diplomacy. However, the authenticity of his certificates has been questioned.

He has also recently completed a course in Security Policy Analysis from Australia.

Boinet will be making a come back in the police service which he left to join the intelligence service.

Boinet has served in the Kenyan missions in Harare and Rome as a desk officer before he was seconded to the Ministry of Foreign Affairs as Head of Protocol.

The position of the Inspector General fell vacant following the resignation of David Kimaiyo in December last year. Kimaiyo cited personal reasons in his resignation.

Deputy Inspector General in charge of the Administration Police Samuel Arachi was then appointed in an acting capacity before the appointment of Kimaiyo's replacement.

Kimaiyo has since been appointed the chairman of the Kenya Airports Authority.

Kimaiyo's resignation came in the wake of the killing of over 60 people in Mandera by attackers believed to be members of the Al Shabaab.
