Boinnet summoned by High Court over failure to arrest PS

The High Court on Monday summoned the Inspector General of Police Joseph Boinnet seeking an explanation why Defence Permanent Secretary Saitoti Torome has not been arrested despite being jailed for contempt of court.

Justice Joseph Sergon said the IG needed to explain why Mr. Torome was still free even after the court jailed him for six months after he allegedly failed to follow court orders.

Last month, the same court sentenced Mr. Torome to a six month jail term after the PS allegedly failed to obey court orders directing him to pay Sh17.2M to a family who gave out their estate to the government in 2006.

“The respondents have failed to appear in court and mitigate as to why he has failed to honour court orders having cited for civil jail for contempt earlier,” the judge said.

In the suit, Eunice Makori and Hellen Makone had moved to court in 2009 to sue Saitoti through Inspector General Joseph Boinnet after they failed to compensate them for the surrender of the late Johnson Onduko Makori parcel of land situated in Mombasa town to the government.
