Budget Boss Warns Governors Against Wasting Funds

County governments that fail to use funds allocated to them prudently risk having their accounts frozen and future allocations stopped. The Controller of Budget Agnes Odhiambo says her office was closely monitoring use of devolved funds following revelations that many county governments had diverted money meant for development to recurrent expenses, including foreign travel and personal allowances. But as Francis Gachuri reports, governors insist that they have the right to alter county budgets.
