BWIRE: Focus should now shift to implementation of various govt policies

For once, the country needs to prioritize implementation of the various policies and pronouncements that are made by leaders, both in public and private sector for us to move forward.

The country needs to move forward, and those charged with the various responsibilities at the national government, county governments or in private sector, just need to refocus; the country is hurting.

That people visit Kenya, borrow great policies and researches from our institutions and Universities and implement in their countries is a common phrase.

Many times, it has been hard to link our development priorities to existing policies, tap into private sector contribution and obligations from international initiatives the country belongs. People are at it again, the bench marking and exchange trips to weird places that have in the first place borrowed from Kenya to be where they are.

A number of the failed projects and planned interventions especially our political aspirations fail or are abandoned because many a times they are not anchored on the overall country’s development trajectory, backed up the several researches done our at our national universities, research establishments or even builds up on the many bilateral agreements the country has signed over the years.

Is there at time in our history that political parties will be compelled because of the national good to sign pacts saying for example vision 2030 is good for Kenya, and for that reason whichever party forms the government after election will still implement it?

Can projects of serious implication for the national good, where say, there is serious public private partnerships be depoliticized and detribalised? The country needs to revisit the issue of public servants getting involved in businesses- the implementation of code of conduct for civil servants needs to be relooked.

We need as a matter of urgency to harmonize sector policies-the issue of developing a national country strategy-that uses a public private partnership including our national universities and research establishments, which then political parties are made to respect- borrow from when developing their manifestos or are requested to do pre-election pacts to respect.

There is a lot of duplication of efforts in Kenya and the continued protection of turf by both public and private entities is really draining the country in our development endeavors.

Coordination of efforts, level of access to knowledge and research findings from private companies and universities and increased public private partnerships are the most innovative ways our country will need to grow. Competition, especially amongst public agencies while good, should not cloud mandate specific initiatives that allow each institution to make a contribution to the national project.

County Governments despite their independence must be guided, and their County Development plans aligned to the national agenda while at the same time being county specific. MoUs with national institutions including universities, research institutes, tourism sector and the national Bureau of Statistics is a must, and the Ministry of Devolution should do continuous audits of the progress/resource investment at the county level.

The reports of the Auditor general need to add value to the national debate, and national interest project managed by the national government.
