CCTV footage links DP Rutos murdered guard Kenei to Ksh.39B arms scam

CCTV footage from Deputy President William Ruto’s office now suggests that murdered Sergeant Kipyegon Kenei was part of the fake military equipment tender involving former Sports CS Rashid Echesa, and that he was killed to silence him.

The surveillance footage released on Thursday by the Director of Criminal Investigations George Kinoti shows a timeline of events on the day Echesa staged a meeting at the deputy president’s Harambee House Annex office to finalise the dubious deal.

And contrary to DP Ruto’s earlier assertion that Echesa’s meeting at Harambee Annex lasted for 23 minutes, the CCTV footage shows the former Sports CS, his accomplices and the foreign investors whom they allegedly defrauded were at the DP’s office for 1 hour and 22 minutes.

On the fateful day, February 13, 2020, the CCTV footage shows Daniel Otieno Omondi aka General Juma arrived at the DP’s office at 8:50am and parked at the K.U Parking located behind Harambee House Annex.

At 8:54 General Juma exits the parking carrying an envelope before the two other accused persons — Clifford Okoth and Kennedy Oyoo — also exit the parking at 09:02:50.

At the VIP reception on the ground floor, Sgt. Kenei is seen escorting General Juma to the VIP lift at 8:57:43.

About a minute later at 08:58:44 Kenei ushers in the General into the second floor VIP lift ‘C’ and shortly later as they exit the lift, Kenei is seen on phone before handing it over to General Juma.

At 09:35:59 Rashid Echesa is seen at the main entrance arriving at Harambee House Annex in a Range Rover.

Echesa and the two investors who were allegedly conned, make their way to the VIP reception on the ground floor at 09:38:29.

They then proceed to the VIP lift ‘C’ that Kenei and General Juma had used a few minutes earlier.

At 10:02:07 Rashid Echesa and the two investors are seen departing using the VIP lift which they disembark at 10:02:37 make their way to the VIP reception before heading for the car park.

Echesa is then seen driving the Range Rover together with the two victims and they depart Harambee House Annex on to Harambee Avenue at 10:05:18.

CCTV footage shows Kenei leaving alone via the VIP lift at 10:04:29. He alights from the VIP lift at 10:04:52, goes through a door and returns carrying newspapers and proceeds to board the lift back to 2nd floor.

At 10:06:16, Kenei is captured making his way to the 2nd floor with a newspaper and he leaves the door to the lift open.

Three minutes later at 10:09:13 Kenei is seen at the VIP lift ‘C’ leaving with General Juma.

At 10:09:13 Kenei is seen at the VIP reception leading General Juma out through a door.

The General is then seen entering the K.U parking carrying an envelope at 10:10:41.

He exist the parking in a Subaru Reg. No KBY 79N at 10:13:09.

The DCI now says the CCTV footage”… leaves no doubt of the involvement of the deceased person (Kenei) in the said cartel for he is seen escorting  the alleged General while the General is carrying the envelop that was confiscated by DCI officers during the cartels’ arrest.”

“All this demonstrates the level of involvement of the deceased officer in this well-orchestrated fraud that lasted for 1 hour 22 minutes and 59 seconds as from 08:50:10 to 10:12:55 on February 13, 2020,” a brief from the DCI on the CCTV footage indicates.

Sergeant Kipyegon Kenei is set be buried on Saturday, March 7, 2020.
