CDF Is Here To Stay, Says Muturi

Muturi has ruled out the ‘death’ of CDF following a High Court ruling nullifying the CDF Act 2013 on the grounds that it was in conflict with the Constitution of Kenya 2010.

In its ruling, the High Court argued that the CDF Act 2013 undermined devolution and violated the doctrine of separation of powers.

However, the court gave Members of Parliament a grace period of one year to amend the Act in order to avoid any conflicts with the existing laws.

Mr. Muturi, who is on a tour of Turkana County to inspect CDF projects, says that the legislators will do all they can to save the kitty that has transformed the country since 2003 when it was introduced.

 

EQUALIZATION KITTY

The Speaker, who also visited the Turkana County Assembly offices to launch its strategic plan, standing orders and other communication manuals, noted that CDF has made a significant contribution to development of the country.

Muturi later officially opened two dormitories at the Salvation Army Secondary School in Nawoitorong that were constructed using the CDF kitty.

He further argued that the kitty, which is a more of an equalization kitty, should remain with the Parliamentarians adding that Women Representatives and Senators should also get their own kitties.

On the conflicting question between the Governors and the MPs over development, the National Assembly Speaker said that the allocation was not in any way interfering with what the Governors get, but reinforces their development agenda.

He was accompanied by the Turkana County Assembly Speaker Geoffrey Kaituko, Turkana Central MP John Lodepe and Turkana South lawmaker James Lomenen.
