Chiloba made false Ksh. 250M pay to supplier, Oswago claims

Former Independent Electoral and Boundaries Commission CEO James Oswago is now accusing his successor Ezra Chiloba of irregularly approving the payment of Ksh. 250million to a supplier.

Mr. Oswago claims that the suspended chief executive authorised the payment to a company that supplied additional voter identification kits for use during the 2013 elections.

He told the National Assembly’s Public Accounts Committee that Chiloba okayed payment for 34,600 kits supplied by Face Technologies.

This he claims was 4,600 kits more than the commission had agreed on.

“Face new clearly, that the only thing they were paid for was 4,000 not 4,600….I don’t want to speak for Betty Nyabuto…but I will tell you on record, she didn’t pay,” Mr. Oswago told the House team on Monday.

“She didn’t pay, meaning, for one and a half years after I left the commission, they were not paid,” he added.

The committee is probing questionable deals during the 2013 and 2017 general elections.
