Court rules ex-IEBC boss James Oswago has case to answer in Ksh.1.3B tender scandal

A Nairobi court has ruled that former Independent Electoral and Boundaries Commission (IEBC) Chief Executive Officer James Oswago has a case to answer over a Ksh.1.3 billion voter identification devices tender scandal in 2013.

Ms. Oswago alongside then Deputy Commission Secretary in charge of Support Services, Wilson Kiprotich Shollei, were on Wednesday put on their defence for failing to comply with the law relating to procurement.

The two are accused of failing to ensure that the changes made to the contract awarded to Face Technologies Limited for the supply of Electronic Voter Identification in Tender No. IEBC14/2011-2012 were approved by the commission’s tender committee.

The court also, however, acquitted two other accused persons who had been charged in the case which saw 36 witnesses testifying.

Edward Kenga Karisa and Willy Gachanja Kamanga. were acquitted on the grounds that a case has not been made against them.
