Court stops recruitment in Muranga County over board composition

The County Government of Murang’a has been restrained from recruiting new staff members until a case challenging the composition of the board is heard and determined.

The High Court, sitting in Murang’a, on Tuesday issued orders to Murang’a County Public Service Board to cease establishing any further offices or carrying out any recruitment until the case is heard.

In his application, Antony Maina – a resident of Murang’a – argued that the Murang’a County Public Service Board is not well constituted as it has had no substantive chair since 2014.

Maina further argued that the County Secretary had contravened the law by asking members of the board to act as chairpersons on rotational basis.

He further argued that any person chairing the board must be nominated by the Governor and approved by the County Assembly and that any person appointed to act as chair should be on a specified period of time which is not the case as the members act on rotational basis.

In his application, Maina also argued that the county has been establishing new offices without conducting an audit of the existing offices as required by law.

Making the ruling, Justice Hatari Weru stopped the county from offering any more jobs nor establish new offices.
