CS Kaimenyi survives ouster motion as MPs fail on numbers

Education Cabinet Secretary Prof Jacob Kaimenyi has survived an ouster motion after Members of Parliament failed to reach the requisite 117 members needed to impeach him.

The motion was dismissed after proponents of the motion failed to raise requisite numbers to validate its progress.

The motion had been filed by Matayos MP Geoffrey Odanga.

Those advocating for his ouster garnered 89 votes against 50. One of the MPs abstained from the vote.

Mr Odanga wanted Kaimenyi censured for allegedly mishandling the schools’ laptop project.

Odanga also accused the Cabinet Secretary of failing to consult key stakeholders whenever there are important decisions to be made.

Bumula Member of Parliament Boniface Osytula had earlier urged President Uhuru Kenyatta to dismiss Kaimenyi.

Osytula alleged that Kaimenyi had failed the education sector in the country by coming up with policies without seeking the advice of the Attorney General Prof Githu Muigai and the teachers’ commission.

Jubilee MPs had earlier on Wednesday been holed up in a meeting in Parliament in a bid to rescue Kaimenyi.

The MPs are accusing the opposition of attempting to sabotage government programmes by bringing down powerful Cabinet Secretaries.

However, sources intimate that Kenya National Union of Teachers (KNUT) under the leadership of Wilson Sossion was behind the motion.

Kaimenyi and Sossion have been at loggerheads over the management of schools and the recently gazetted Basic Education Regulations Act 2015.
