Devolving Prosperity

It is now one year and counting since the devolved system of government came into full effect. To kick off the system’s implementation, the parliament approved an allocation of 210 billion shillings. But as Henry Githaiga reports in our budget 2014 series, the national treasury estimates that 60 billion shillings out of that amount is yet to spent one year on, even as the burden of public expectation piles on the country’s 47 county governments.
