Division of Revenue: National Assembly, Senate nominate members after CJ Maraga orders mediation

The National Assembly and Senate have released their lists of their members who will be part of a mediation panel over the stalled Division of Revenue Bill 2019.

N/A has picked Majority Leader Aden Duale, Minority Leader John Mbadi, Majority and Minority Whips Cecily Mbarire and Junet Mohamed.

Also nominated to the consensus team are Kimani Ichung’wa who chairs the budget committee, Kitui Central MP Makali Mulu, Kipipiri’s Amos Kimunya, Mishi Mboko of Likoni and nominated MP David Sankok.

The Senate have nominated; Mohamed Mahamud, Johnson Sakaja, Charles Kibiru, Maragaret Kamal, Mithika Linturi, Mutula Kilonzo Jnr, Ledama ole Kina, Okong’o Omogeni and Rose Nyamuga.

The Assembly wants the mediation team’s first meeting to be held on Tuesday next week.

In the ruling, Chief Justice David Maraga directed the Speaker of the Senate to appoint members of the mediation committee.

“This court is really willing to give an advisory opinion on this matter as soon as possible but the constitutional process has to be completed,” ruled CJ Maraga further adding that the stalemate is holding the country at ransom.

The Division of Revenue Bill 2019 proposes that the National Treasury disburses to counties the 15% share guaranteed by the Constitution to forestall a total financial shutdown in the 47 devolved units.

The bill, once passed by the National Assembly will be channeled to the Senate for concurrence.

If the mediation is successful, counties will access Ksh.158 billion pending the passage of division of revenue bill by the bicameral legislature.

The two houses are currently locked in a dispute over the counties share.

The National Assembly has proposed a Ksh.316.5 billion allocation to counties while the Senate is insisting on a Ksh.335.6 billion allocation.

At least six counties are in a financial crisis with workers downing their tools for the third day, demanding their july dues.
