DP William Ruto Accuses Odinga of Creating Scandals for Jubilee

Deputy President William Ruto has accused former Prime Minister Raila Odinga of using his ‘foot-soldiers’ to create non-existing scams for the Jubilee administration.

Ruto accused his former political partner – now turned political nemesis – of planning and publicizing scandals for the Jubilee government.

The Deputy President said that the Moi Teaching and Referral Hospital (MTRH) upgrade scam was a creation of the former premier through his former Personal Assistant (PA) Herbert Ojwang’.

Ruto was linked to the controversial Ksh 17 billion deal by Mr Ojwang’ who claimed that there was a plan to fleece the public of over Ksh 11 billion in the upgrading of the hospital.

Mr Ruto said that he had invited the Chief Executive Officer of MTRH Mr Dr John Kibosia to his office to find out why the hospital needed government’s assistance in the upgrading process only to find Mr Ojwang’ as part of the entourage.

He says that he questioned the need to upgrade the referral hospital at such a high cost instead of using the money to build a new one.

“In fact, I told the MTRH CEO that it was easier to surrender MTRH to the county government and build another referral hospital in Eldoret,” said Mr Ruto.

Ksh 5 million bribe from Chinese

“The cost that would have been incurred in the upgrading process (Ksh 17 billion) was enough to construct a fully-equipped referral hospital with state-of-art equipment and a full training institution.”

When he appeared before the Parliamentary Investment Committee (PIC) of the National Assembly, Ojwang’ claimed he was the brains behind the idea of upgrading MTRH but the plan was taken away from him by Mr Ruto.

The DP accused Mr Odinga of receiving Ksh 5 million from the Chinese, who were to be awarded the tender, to champion for their interests.

“Raila received Ksh 5 million from some Chinese guys in order to push for their agenda.”

The hospital’s upgrade controversy caused ripples in the political circles with several leaders – especially from the opposition – calling for resignation of those accused of having a hand in it.

The DP said that Odinga and his counterparts in the opposition have tried on several occasions to create scandals for the Jubilee administration but failed.

“They tried using the laptop project and failed. They tried the Standard Gauge Railway but failed. Now they are very desperate and ashamed,” said Mr Ruto.
