Drama as Kisii County Assembly Speaker orders public out of House

Members of the Kisii County Assembly were embroiled in a heated debate over the Appropriation Bill 2018.
At one point, Speaker David Kombo even had to order all members of the public and the media to leave the gallery.
The Assembly had adopted a motion by the Budget Committee chairman Dennis Ombachi that the Bill be read concurrently for a second and third time.
After the second reading, the Speaker committed the Bill to the committee of House and issued orders for vacation of the premises.
This was however met with resistance from a section of MCAs led by Samuel Apoko (Kiogoro).
They questioned the motive behind the Speaker’s directive.
They accused him of trying to interfere with public participation in discussion of the budget.
This forced the Speaker to withdraw his order and allow the media and members of the public back to the gallery.
The second reading of the Bill was the hurriedly conducted without any amendments, despite resistance from the Minority side.
However in the third reading, the Assembly amended the development budget for the Assembly and proposed that it be increased to Ksh.250million up from Ksh.210million.
