EACC arrests 2 senior Kilifi County officials over Ksh.36M scandal
Detectives from the Ethics and Anti-Corruption Commission (EACC) have arrested two Kilifi County officials for alleged embezzlement funds through irregular procurement in a tender for construction of a water project.
The two; Chief Officer Department of Water Samuel Kombe Ngari and Monitoring and Evaluation Officer Samuel Maneno Hatibu were arrested after a raid on their homes and offices on Thursday morning.
North Coast EACC boss Gichangi Njeru said on June 13, 2016 the commission received a complaint that the Kilifi County Government had irregularly procured and awarded a tender for the construction of Kadzandani-Adu-Kamale water project to Geotech Constructors Limited at a cost of Ksh.36.3 million.
“We have arrested the suspects after our commission established that the supporting documents that had been submitted by the winning bidder Geotech Contractors Limited were all forged documents,” said Mr. Gichangi.
He further revealed that after investigations, the commission established that Ksh.22.3 million had been irregularly paid for services not adequately rendered.
The EACC boss further disclosed that the DPP concurred with the commission’s recommendations to charge the Directors of Geotech Contractors Limited, Serah Musyimi and Charity Musyimi.
“EACC is hunting for Geotech Contractor Limited directors Serah Musyimi and Charity Musyimi after the Director of Public Prosecution (DPP) Noordin Haji preferred charges on them,” said Mr. Gichangi.
The two county officials are set to be arraigned in court on Friday.
They are expected to face charges of fraudulent practice in procurement proceedings, fraudulent acquisition of public property, uttering false documents and making documents without authority.
