EACC reopens NYS graft probe after affidavit links Waiguru to the scam

The Ethics and Anti Corruption Commission (EACC) has re-opened investigations into the National Youth Service (NYS) multi-million shillings tender scandal following an affidavit linking former Devolution and Planning Cabinet Secretary Anne Waiguru to the 791 million shillings loss.

In a statement to newsrooms, EACC said that it will now issue fresh summons to businesswoman Josephine Kabura Irungu and other persons of interest mentioned in her affidavit which implicates Waiguru as the main architect of the scandal which happened during her time as the Devolution Cabinet Secretary.

Kabura has also accused the Director at the Banking Fraud Department Joseph Mugwanja of covering up the NYS scandal.

Kabura, who is among 11 people facing charges over the NYS scam, claims Waiguru tried to cover up the looting by diverting attention from investigating bodies and implicating junior officers in her Ministry.

EACC has, however, moved to assure the public that thorough investigations will be done on the matter before the recommendations are submitted to the Director of Public Prosecutions (DPP).

This comes just a day after the DPP, Keriako Tobiko, ordered the prosecution of 11 people for money laundering in connection with the 791 million shilling National Youth Service (NYS) scam.

Investigations by the Directorate of Criminal Investigations (DCI) and the Ethics and Anti Corruption Commission (EACC) suggested that the 11 were culpable of money laundering.

The eleven suspect are: Businessman Benson Gethi Kamau, Josephine Kabura Irungu, John Kago, Charity Wangui Gethi, Paul Kinuthia, Samwel Wachenje Alias Sam Mwadim, Lawyer Patrick Ogolla, Antony Gethii, John Hope and Martin Gachara.

EACC had earlier on cleared former Devolution Cabinet Secretary Anne Waiguru over the national youth service mega scandal.

In a letter to the head of Public Service Joseph Kinyua, the commission’s boss Halakhe Waqo indicated that investigations into the NYS scam have so far not established any evidence linking Waiguru to the siphoning of NYS funds that forced her out of the Cabinet.
