2015 worst year for Jubilee administration  Odinga

The Jubilee government has performed dismally over the last one year, this is according to former Prime Minister Raila Odinga.

Odinga says that 2015 has been the worst year for the Jubilee administration, something he says has led to more odds than ends.

In an interview with Citizen TV, Odinga says that on a scale of 1 to 10, he would be generous enough to award Jubilee 4 out of 10 for the year 2015.

He associates the poor performance of the government to corruption, poor management of resources, poor economic policies and lack of commitment among others.

He highlights the high levels of corruption in the government as Jubilee’s biggest setback saying that high profile cases have been investigated yet no prosecution has taken place.

He mentioned cases touching on former Cabinet Secretaries Eng. Michael Kamau, Charity Ngilu, Kambi Kazungu, Felix Koskei and Davis Chirchir as examples of such high profile cases.

According to him, the Jubilee government has worked hard enough to encourage corruption by making the Ethics and Anti-Corruption Commission (EACC) toothless by frustrating commissioners to an extent that they resign.

He said that EACC, in its current form – without commissioners, can do nothing but to watch from a distance as public resources are being misused. He added that EACC’s Chief Executive Officer cannot prosecute any case as he is an employee of the commissioners.

Odinga says that it is even harder to prosecute any graft case since the legality of the commission can be challenged by anybody in court.
