Ex-KVDA boss Kimosop released on police bail

Former Kerio Valley Development Authority (KVDA) Managing Director David Kimosop was on Saturday released on police bail.

This follows his arrest on Friday morning by detectives from the Directorate of Criminal Investigations offices (DCI) at the Jomo Kenyatta International Airport (JKIA) upon arrival from Tanzania over the Ksh.63 billion Arror-Kimwarer dams scandal.

The Director of Public Prosecution (DPP) Noordin Haji had ordered his arrest after it was found that KVDA disregarded public procurement laws resulting in massive loss of public funds.

Kimosop and his co-accused are to be charged with among others, conspiracy to defraud the Kenyan Government, abuse of office and engaging in a project without further planning.

“KVDA management failed to comply with the principle of value for money which demands that there be competition amongst suppliers, efficiency and effectiveness in the procurement process, fairness and non-discrimination, integrity, transparency and accountability,” said the DPP on Friday.

He further noted that an alleged contract between KVDA and the controversial Italian firm CMC di Ravenna stated the two dams would cost taxpayers  Ksh.46 billion but investigations revealed that Treasury negotiated for Ksh.17 billion more.

Kimosop will be in court alongside former Treasury CS Henry Rotich and his PS Kamau Thugge who have already been charged and are out on a Ksh.15 million cash bail and Ksh.50 million bond.

Kimosop is expected to be arraigned on Monday.
