Former Devolution CS Anne Waiguru not yet off the hook  EACC

The Ethics and Anti Corruption Commission (EACC) now says that former Devolution Cabinet Secretary Anne Waiguru is not yet off the hook regarding the Ksh 791 million National Youth Service (NYS) scam.

EACC officials say that they only cleared Waiguru from four other cases that were being probed by the commission in the Devolution Ministry.

The anti graft body officials indicated that the former CS will appear before the Commission next week for grilling over fresh allegations linking her to the multi-million shilling scandal.

Meanwhile, businesswoman Josephine Kaburu who implicated Waiguru in the NYS scam in a sworn affidavit, will appear before the EACC for grilling next week over claims that Waiguru was the architect of the NYS tender scam.

The Ethics and Anti Corruption Commission on Tuesday re-opened investigations into the NYS scam following Kabura’s affidavit linking Waiguru to the 791 million shillings loss.

EACC said it would issue fresh summons to businesswoman Josephine Kabura Irungu and other persons of interest mentioned in her affidavit which implicates Waiguru as the main architect of the scandal which happened during her time as the Devolution Cabinet Secretary.

Kabura also accused the Director at the Banking Fraud Department Joseph Mugwanja of covering up the NYS scandal.

Kabura, who is among 11 people facing charges over the NYS scam, claims Waiguru tried to cover up the looting by diverting attention from investigating bodies and implicating junior officers in her Ministry.

Waiguru said that the allegations were a mere smear campaign by cartels to block her return to the government after she declared her intention to contest for Nairobi’s Governor post.

Through her official Twitter Account on Tuesday, the former Devolution CS accused Ms Kabura of lying under oath.

“I hope Kabura knows that to lie under oath without evidence is a criminal offense that can land her in jail,” tweeted Waiguru.

Kabura had claimed in the affidavit that they had met with Ms Waiguru in Runda, something the former CS terms as a lie adding that she was living in Kitsuru at the said time.

10 officers attached to the bank fraud unit led by Joseph Mugwanja recorded a brief yesterday, Tuesday, which will be handed over to the EACC.

The 10 have also been summoned to appear before the anti-corruption agency.

Two journalists Mwaniki Munuhe of the Standard and Kamore Maina of the star whom Kabura claimedwere paid Ksh 10 million for purposes of propaganda have since denied the allegations.

Political scientist Mutahi Ngunyi has also denied allegations in Kabura’s affidavit and has expressed intent to sue Kabura for defamation.
