Former PS Itemere, Lugari MP Savula to be charged over advertising scam

The Director of Public Prosections (DPP) Noordin Haji has on Saturday October 27, 2018 directed the prosecution of Former PS Sammy Itemere, Lugari MP Ayub Savula and 23 others over Ksh.122M gov’t advertising agency scam.

In a press statement to newsrooms,the DPP  he is satisfied that there is sufficient evidence of fraudulent  payment of Kshs.122, 335, 500 to individuals and Companies implicated in the scam.

Investigations by the DCI into the scam shows that the monies were paid to Hon. Ayub Savula, Melody Gatwiri Ringera and Hellen Jepkorir Kemboi, M/S. the Sunday Publishers Ltd, Melsav Company Ltd, Johnnewton Communications, the Express Media Group, No Burns Protection Agencies Ltd, Cross Continents Ventures Ltd and Shieldlock Ltd respectively.

The DPP further indicated that there is satisfactory evidence showing that Sammy Ishiundu Itemere, the then, Principal Secretary,State Department of Broadcasting and Telecommunications in the Ministry of
Information Communication and Technology, approved fraudulent payments of the over Ksh.122M to the aforementioned persons and companies.

The suspects will face charges of obtaining money by false pretenses, making a document without authority and aiding the Commission of a felony among others.

Savula who spent the night at the Muthaiga Police Station was the first suspect to be arrested as investigations into the scandal continue.

He will spend the weekend in police custody and is expected to be arraigned on Monday.

The Government Advertisement Agency was formed three years ago through a directive of Treasury Cabinet Secretary Henry Rotich.

He ordered that all State corporations, universities and other institutions under the national government place their advertisements through the Information Ministry.
