Ghost suppliers: DPP receives 10 files of NYS scandal beneficiaries

The Director of Public Prosecutions has received investigation files for 10 companies that were allegedly awarded tenders in the Ksh.9 billion National Youth Service (NYS) scandal.

Sources have confirmed to Citizen TV that the files zero in on 40 suspects who are mostly Directors of the companies that were awarded lucrative tenders and paid billions of shillings without actually supplying anything.

Prosecutors are currently perusing the files before they are returned to the Director of Criminal Investigations (DCI) for action.

The office of the DPP, taking to Twitter, said, “A Team of experienced Prosecutors led by the DPP is currently undertaking final review of the files.”

Arrest of the suspects is expected to commence on Monday.

One of the beneficiaries of the multi-billion scandal confessed that they received Ksh.60 million but could not remember what they supplied to NYS.

“I have never tendered for any supply at NYS. I don’t know how to tender. I walked into NYS offices and I was given a Local Purchase Order worth Ksh.60million. I don’t know where the items were sourced neither what was supplied to NYS,” said the unnamed beneficiary.

Exposing the rot at NYS and the laxity of procurement officers, the said supplier revealed that they had no physical office and that they operated from anywhere.

Yet another beneficiary, identified as Ann Ngirita, was reported by local daily to have pocketed Ksh.59million for ‘air’.

Youth Affairs Principal Secretary Lillian Mbogo-Omollo, who stepped aside over the scandal, has, however, sensationally claimed that no money was stolen from the National Youth Service (NYS).

Omollo on Friday told the Parliamentary Accounts Committee (PAC)  that the 2016/17 Auditor General’s report exonerates NYS from the Ksh.9 billion scandal.

“If at all Ksh.9 billion has been lost, it would mean NYS is technically un-operational. No double payments can be done through IFMIS without noticing it, therefore it is not possible for such money to be lost,” she said.
