Governors To Challenge ‘His Excellency’ Bill

The Council of Governors says the Order of Precedence Bill that is seeking to scrap-off their recognition titles and strip them off of sirens and strobe lights on chase cars is in bad faith.

Siaya County Governor Cornel Rasanga says that the Council will move to court to challenge the Bill that was passed by the National Assembly on Tuesday saying that it is an indication of vendetta MPs hold against county bosses.

“The MPs passed this Bill in bad faith. It is not in order for them to strip Governors and Members of the County Assemblies of their recognition titles,” said Rasanga.

“The Bill is unnecessary and unconstitutional. We are all in agreement as a team and our legal committee will move to High Court to seek a clarification in relation to the Constitution.”

 

PUBLIC OPINION

He argues that MPs would have sought public opinion before passing the Bill saying that most members of the Public are okay with Governors and MCAs being referred to as His Excellency and Honourables respectively.

The Bill, which now awaits the President’s assent, bars anyone from referring to Governors as their Excellencies.

The Bill, sponsored by Eldas Member of Parliament Adan Keynan, proposes a fine of not less than one million shillings or a jail term of 12 months for anyone who contravenes the law.
