Helb to charge non-beneficiaries Ksh 1,000 for clearance certificate

The Higher Education Loans Board (HELB) now says Kenyans seeking government job will have to part with Ksh 1,000 to receive the clearance certificate.

Helb recovery Manager Geoffrey Monari says the Ksh 1,000 is only applicable to non-beneficiaries while the beneficiaries will receive the certificate free of charge.

“The Ksh 1,000 is for non loanees only. Loanees are issued with the certificate free of charge,” tweeted Monari.

The clearance certificate, he says, is valid for one year and every time a non-beneficiary wants one must pay Ksh 1,000.

Kenyans went online to vent their dissatisfaction with Helb’s announcement with majority of them disapproving the move.

The process of applying for the certificate requires one to fill an enquiry form on their website, attach a letter confirming that one did not benefit from the loan and also include a copy of their high school examination certificate, University or College transcripts and graduation certificate, a copy of national ID, an employer appointment letter and a Ksh 1,000 bank slip.

Beneficiaries of the Helb loans who default face a penalty of Ksh 5,000 levied every month after the maturity of their loans.
