Henry Kiplagat Rotich, the money man from Kimwarer

Henry Rotich, the Cabinet Secretary for National Treasury was on Monday arrested after he surrendered himself at the DCI Headquarters following an arrest order by DPP Haji.

Director of Public Prosecutions (DPP) Noordin Haji ordered for the arrest of Mr. Rotich alongside 27 others over the loss of Ksh.19 billion in the Arror and Kimwarer dams scandal.

“Upon investigations by the DCI, it was established that the conception, procurement and payment process for the Arror and Kimwarer Dam projects in Elgeyo Marakwet County were riddled with massive illegalities,” he said.

“The investigations established that government officials flouted all procurement rules and abused their oath of office to ensure the scheme went through.”

So, who is this man Rotich?

Henry Kiplagat Rotich was born in 1969 in Kimwarer area Keiyo South, Elgeyo-Marakwet County. It is ironic that the scandal that has put him on the wrong side of the law is from his own backyard.

Rotich went to Fluorspar Primary School in Keiyo South District, Elgeyo-Marakwet then joined Saint Joseph’s High School for his secondary school studies before joining the University of Nairobi in 1989 for a Bachelors Degree in Economics and graduated with a First Class Honors. He also holds MA in Economics from the same university.

Mr. Rotich holds a Master’s Degree in Public Administration (MPA) from the Harvard Kennedy School, Harvard University.

Earlier on, he worked at the Research Department of the Central Bank of Kenya since 1994. From 2001 to 2004, he was attached to the International Monetary Fund (IMF) local office in Nairobi to work as an economist.

Mr. Rotich has also served in other senior positions. He was a Director on several Boards of State Corporations, including; Insurance Regulatory Board; Industrial Development Bank; Communications Authority of Kenya; and Kenya National Bureau of Statistics.

Prior to his elevation as a Cabinet Secretary, Mr. Rotich was the Head of Macroeconomics at the Ministry of Finance, since March 2006.

Before joining the Ministry of Finance, Mr. Rotich also worked at the Research Department of the Central Bank of Kenya since 1994.

Between 2001-2004, he was attached to the International Monetary Fund (IMF) local office in Nairobi to work as an economist.
