IEBC is operating efficiently, says Chebukati

Independent Electoral and Boundaries Commission (IEBC) Chairman Wafula Chebukati claims the electoral body is operating efficiently despite concerns that it lacks quorum following the resignation of four commissioners.

Chebukati told the Justice Legal and Affairs Committee on Thursday that the remaining three-member team has even been holding plenary meetings, even though the law indicates that the quorum should be five members.

The IEBC Chairman said, after seeking legal opinion, they were advised that the Commission is fully constituted.

Some members of the committee piled pressure on Chebukati and his remaining team to also resign.

“We feel that the resignation of our colleagues is being used to haunt us out of the office. We have not committed any crimes. We individually applied for jobs, we were  individually vetted and sworn in, those who left, left on their own volition,” said Prof. Abdi Guliye

“We should not be asked to leave; the task should be how to replace the Commissioners who left.”

The trio also defended the suspension of CEO Ezra Chiloba insisting that they did not disobey court orders.

Chebukati told the Committee initial internal audit reports indicated Chiloba might have been involved in some audit queries hence the need to suspend him to facilitate investigations.

Despite two cases having been filed challenging the IEBC quorum, the three say they are fully constituted to organise  up-coming by elections.
