Interior PS Karanja Kibicho handed a three-month jail term

Interior Principal Secretary, Dr Karanja Kibicho, has been handed three months civil jail for failing to obey previous orders in a compensation case of a torture victim.

High Court Judge, George Odunga, directed the Inspector General of Police, Joseph Boinnet, to execute the arrest.

Kibicho was expected in court on Monday, November 28 but failed to appear.

Despite being asked to appear in court on Tuesday, November 29, the PS failed to do so prompting the Judge to give the orders.

In the case, Kibicho is alleged to have failed to obey an order issued on December 5, 2015 requiring him to pay 2,647,019 shillings to Michael Mahugu, a Nyayo House torture victim.

The judgement to pay was delivered on February 11, 2014.

Through his lawyer Kinuthia Wandaka, Mahugu lodged a petition in the High Court in 2003 seeking compensation for damages from the government through the Attorney General.

Mahugu argued that he was tortured by Special Branch Officers at Nyayo House, and later at Kenya Prison in 1987.

Mahugu’s unsuccessful attempts at receiving payment saw him file an application compelling the PS to comply with the judgement.
