Jubilee Fully Supports Devolution, Ruto Tells Governors

In a speech read on his behalf by Devolution Principal Secretary Mwanamaka Mabruk at the closing ceremony of the Second Annual Devolution Conference, Ruto said the decision to transfer all functions within the first year is a demonstration of the government’s commitment to devolution.

“As you are all aware, the President and I are deeply committed to devolution, the welfare of the counties and the country leadership,” he said.

Ruto said the government is working on aligning executive decision-making mechanism and public participation to make devolution more effective.

He encouraged governors to be excellent ambassadors of devolution and represent its best values including equity, unity, equality, accountability and democracy.

 

Country has undergone transformation

“I just want to encourage leaders, and especially governors, to be excellent ambassadors of devolution. Represent its best values and promise: equity, unity, equality, accountability, democracy, professionalism and integrity.”

He further praised the milestones achieved under devolution adding that there has been transformation in the country. 

"I am also thrilled by what devolution has achieved even in its infancy. Two years on, we can see the transformation this country has undergone."

The Second Annual Devolution Conference was held from April 21st to 23rd at the Tom Mboya Labour College in Kisumu.

The event brought together Governors, Senators, MCAs and government officials from the Ministry of Devolution and Planning.
