Jubilee gov’t should quit office- Kalonzo

The Jubilee government should quit office for failing to manage the country.

This is according to Cord Co-Principal Kalonzo Musyoka, who has accused Jubilee coalition of failing to run the country effectively.

Speaking in Homa Bay, Kalonzo said the current cash crunch is a sign of failed leadership.

Kalonzo’s sentiments come just two days after Treasury CS Henry Rotich dismissed claims that the government is facing a cash crisis.

Rotich however admitted there were cash flow problems.

Two days ago, Rotich told the Parliamentary committee on budget that contrary to reports, ksh 34 billion had been disbursed to the counties.

He said the cash flow problem was caused by the current slow financial quota coupled with the tight liquidity globally.

However, the council of governors on Friday dismissed claims that the National Treasury released funds to counties.

The Council’s Chairman Peter Munya said Rotich misinformed parliament when he said funds had been released to counties.

“Let him stop misleading the national assembly, there is no money, and they have not given us money, the only money they have been able to release up to now is given us is money to pay for salaries,” said Munya.

The National Assembly Budget Committee had summoned Treasury Cabinet Secretary Henry Rotich to appear before it Thursday to explain the current cash shortage in the country.

Rotich’s summoning came in the wake of a cash crunch in the assembly that saw power supply interrupted by the Kenya Power Company and Members of Parliament missing allowances and staff members going for months without pay.

This also came as the Council of Governors, through its chair Peter Munya, warned that it will move to court over the prolonged delay in releasing funds for the counties, a delay they say has threatened the operations of the county governments.

Munya associated the delayed disbursement of funds to the counties with the diversion of the same to other projects that had not been budgeted for by the national government.

According to Munya, the prolonged delayed in disbursement of funds to the counties raises a lot of questions.

Munya, who is also Meru County Governor, says that the national government has been silent on the delay despite the governors raising the issue with top offices including that of the president and the Senate

He accused the national government of frustrating devolution by denying counties funds and allegedly trying to take back devolved functions such as health.
