Jubilee man wants 4 Nyanza Counties expunged from Kenya

Self-styled policy expert now wants a number of constituencies in Nyanza to be removed from the territory of Kenya.

Washington Makodingo, a controversial political analyst and perceived Jubilee strategist, has stirred pots by drafting a bill that suggests the exclusion of 27 constituencies in Homa Bay, Kisumu, Migori and Siaya counties from the Republic of Kenya.

Makodingo has argued that the select constituencies had already requested to be excluded from the rest of Kenya when they refused to exercise their constitutional right to vote in the repeat elections at the request of opposition alliance leader Raila Odinga.

“The residents of these constituencies have continuously expressed their wish to be excluded from the territory of Kenya. The objective of this Bill is therefore to amend the Constitution to grant these residents their wish by excluding them from the territory of the Republic of Kenya,” reads part of the bill.

Makodingo also wants a new county – named ‘Kuria’ – to be formed by retaining Kuria West and Kuria East constituencies, presently constituted under Migori County. He further suggests that the North West Ward, presently part of Kisumu West Constituency, be relocated to Vihiga County. In so doing, the number of constituencies in Kenya would be reduced to 263, and the number of counties to 44.

Makodingo’s Bill comes after Homa Bay Member of Parliament, Peter Kaluma, presented his secession bill to the IEBC.

Makodingo has the options of passing his bill through the public by collecting one million signatures; or through Parliament where he would require the support of at least two thirds of each House; or presenting it to all 47 county assemblies and garnering the support of at least 24 of them.
