Kaimenyi, Sossion in bitter exchange before MPs

Education Cabinet Secretary Prof. Jacob Kaimenyi and Kenya National Union of Teachers (KNUT) Secretary General Wilson Sossion Thursday clashed before Parliament’s Delegated Legislation Committee over the controversial Basic Education Regulations rules published by the Ministry of Education.

Sossion accused Kaimenyi of not consulting the union in his push to have all headteachers of public schools report to him directly.

Sossion told MPs that headteachers should only be reporting to their school boards and not the Cabinet Secretary.   

Kaimenyi, however, defended the regulations saying they are aimed at streamlining the education sector including barring schools from forcing students to repeat classes in public schools.

He is currently facing a censure motion in parliament after National Assembly Speaker Justin Muturi approved the motion against him (Kaimenyi).

The motion filed by Matayos MP Geoffrey Odanga, makes Kaimenyi the second Cabinet Secretary to face impeachment after Devolution CS Anne Waiguru was subjected to the same process.

Odanga has now been directed to issue a notice before the House adjourns its sittings on Thursday.

The MP is accusing Kaimenyi of high handedness in handling education matters saying he does not work well with other stakeholders.
