According to her, land cases in court have been an impediment to the process of ownership.
The CS was speaking at Tarakwa in Kesses, Uasin Gishu County on Friday when she issued 2000 title deeds to the Ogiek community.
Karoney urged residents to use alternative means of solving land issues such as intervention from the council of elders.
She offered assurances that President Uhuru Kenyatta would issue another 350,000 title deeds across the country.
