Kenyatta, Ruto should help unravel NYS theft  civil society

The National Civil Society Congress (NCSC) now wants President Uhuru Kenyatta and his deputy William Ruto to lead from the front in unraveling the theft of hundreds of millions of shillings at National Youth Service (NYS).

NCSC president Morris Odhiambo accused the anti graft body EACC led by chairman Philip Kinisu of taking the theft of more than Sh791 million at NYS lightly.

Odhiambo has called for proper investigations into the NYS tender scandal, demanding protection for Josephine Kabura after implicating former CS Anne Waiguru and others in an alleged a cover-up.

The NCSC boss further called for those mentioned by businesswoman Kabura in her affidavit, including Waiguru, to be treated as suspects and thoroughly probed over the NYS cover-up.

He further called for exclusion of EACC CEO Halakhe Waqo from investigations into the NYS scam for being implicated by Kabura as part of those who allegedly mishandled the case.

The statement by the National Civil Society Congress comes just three days after the Ethics and Anti Corruption Commission (EACC) distanced itself from claims that it cleared the former Devolution Cabinet Secretary over the Sh791 million NYS tender scandal.

Kinisu said the matter was being investigated by the Directorate of Criminal Investigations (DCI) that failed to supply them with clear information on the matter.

He confirmed that the anti graft body only cleared Waiguru from four other charges involving management issues at the NYS which was under her docket.
