Kiambu Resident Wants Governor Removed

Ahmed Chege Gikera sought Kabogo’s removal from office saying he is continuing to levy taxes through a Bill that has been declared unconstitutional.

The Petitioner argued that the levy will have detrimental effects to the social, political and economic well-being of not only himself but also the other residents of the County.

The Kiambu County Finance Bill 2013 which Gikera is referring to, proposes a tax levy on farmers before the carcasses of their livestock and pets are disposed.

According to the bill, residents would also be charged to bury their dead where one would have to part with Sh4,500 to bury an adult, Sh 3,000 to bury a child and Sh2,500 to bury an infant.

The Bill also introduced a levy for burials in public cemeteries.

In 2013 , Judge George Odunga declared the Kiambu County Finance Bill 2013 unconstitutional due to lack of public participation.

The High court directed the County government of Kiambu to draft the Bill afresh and involve the residents.

Gikera accuses the County government of continuing to levy charges and taxes through the illegal Finance Act.

The case will be heard on Monday.
