Kidero, Sonko, Miguna in bitter war of words over city management

Nairobi Governor, Dr Evans Kidero, was put to task on Monday, July 4 night by his competitors in the city top seat who wanted him to explain why the county has failed to account for revenue collection, development expenditure and recurrent disbursement as per the Auditor General’s report.

According to Auditor General’s reports, hundreds of millions of shillings allocated to the City County of Nairobi or that collected as revenue cannot be accounted for.

Reports dating back to 2013 show revenue imbalances, illegal transactions and unaccounted development expenditure.

On  April 19, 2017, Governor Kidero was summoned by the Senate’s Public Accounts and Investment Committee to respond to queries over the Ksh 10 billion revenue that was collected but was not deposited at the Central Bank of Kenya’s revenue account.

He was also questioned for another Ksh 11 billion, which he ‘unlawfully’ withdrew from the exchequer without the approval of the Controller of Budget.

34 days to the General Election, the governor could not substantively absolve himself from the wanton accusations.

Instead, he diverted the blame to the office of the Auditor General accusing him (Auditor General) of rushing reports because of constitutional deadlines hence overlooking managerial responses.

During a televised debate that aired Monday, July 3 on KTN, Kidero, blamed the reports discrepancy on under staffing of Auditor General Edward Ouko’s office.

“The Auditor General is short of staff and because he works with short constitutional timelines, he writes his reports before he gets the managerial responses,” said Kidero.

On issues of being a criminal, Kidero exonerated himself from the grim picture painted by his competitors, asserting he has never been handcuffed or imprisoned in his life.

“I have never escaped from prison, I have never been arrested or re-arrested and taken to prison and I am not a fugitive,” he said.

His remarks were alluding to gubernatorial hopeful, Miguna Miguna, who was a fugitive of the former President, Daniel Moi’s government and Senator Mike Sonko who confessed of being a former convict.
