Kirinyaga, Nandi employees from one ethnicity  NCIC Report

All employees working in Kirinyaga and Nandi County Assemblies come from one ethnic group.

In a report released Monday, October 3 by the National Cohesion and Integration Commission (NCIC) on public institutions, most county governments have failed to adhere to the NCIC Act and County Governments Act that requires them not to employ more than two thirds of their staff from one ethnic community.

The audit by NCIC further reveals that only 15 counties out of the 47 adhered to County Governments Act by recruiting at least thirty percent of their employees from the non-dominant ethnic groups in their regions.

“On the overall, counties such as Kilifi, Mombasa, Kwale and Nakuru were the most diverse,” read the report in part.

Speaking during the release, NCIC chair, Francis ole Kaparo, said that of the 185 state corporations surveyed only 129 complied with the NCIC Act.

The survey further revealed that the largest communities in the country are over-represented in most state corporations at the expense of the small ones.

The report further indicates that new appointments made ever since the counties were established in 2013 have contravened the law.

The NCIC boss has placed blame on politicians for interfering with employment processes in public institutions and has urged them to stop.

“Each public establishment should develop its own inclusive employment policy following the model laid by the Public Service Commission’s Diversity Policy 2016,” recommended the commission.

The commission has further urged all institutions to deliberately reach out to the grassroots while advertising for job vacancies by the use of innovative means beyond the two dailies approach.
