Auditor General: Kisumu County lost Ksh.469M under ex-governor Ranguma

Kisumu County government reportedly lost Ksh.469 million meant for the construction of various projects in the seven sub-counties during the financial year 2016/2017.

This is according to a report by Auditor General Edward Ouko which now puts the regime of former Governor Jack Ranguma under scrutiny.

The report, as seen by Citizen Digital, says that the expenditure could not be supported by any documentary evidence and visits to the sites of the said projects painted a different picture.

Korowe modern market, for instance, was awarded Ksh.35 million for construction but the perimeter wall has already developed huge cracks and other installations were not done.

A further Ksh.12 million was set aside for renovation of the Mamboleo slaughterhouse, including fixing a perimeter wall and steel water tanks, but the contractor abandoned the project despite being paid.

Nyang’ande Community Hall project was also allocated Ksh.2.5 million and the contractor paid in full yet the project was abandoned at the early stages.

The report further revealed that Ksh.4 million was paid out to a contractor to construct Kanyakwar perimeter wall; a project which never saw the light of day.

Odoa water pan and Nanga borehole water projects were also allocated Ksh.9 Million yet both were abandoned and did not benefit the community at all.

According to the auditor general, Kisumu County also paid out Ksh.9 Million for construction of culverts in Rachilo Oruga and Chief Odera areas yet, despite being paid, the contractors did not do any work.
