MCAs should have degrees  IEBC

The Independent Electoral and Boundaries Commission (IEBC) has proposed amendment of the Elections Act to make bachelors degree a mandatory requirement for Members of County Assembly in the 2022 elections.

Speaking when he appeared before the Parliamentary Justice and Legal Affairs Committee on Wednesday, IEBC chair Issack Hassan further proposed that a university degree should be a requirement for parliamentary aspirants and a post-secondary diploma for MCAs in the 2017 elections.

Hassan revealed that voter registration is currently underway in all Huduma Centres across the country as he called for further amendments that will stop registration of voters during periods of election and referendum to ensure free and fair polls.

He proposed that political parties should nominate candidates for by-elections 55 days before polls and not the current 45 days to give the commission time to resolve nomination-related grievances.

IEBC also called for the banning of mini-polls six months before general elections.

Hassan’s proposals caused a heated debate with some of the MPs present voicing their opposition.

The committee however proposed the setting aside of funds to finance voter registration exercises across the country ahead of the 2017 polls.

This comes even as the opposition Coalition for Reforms and Democracy (CORD) called for the disbandment of the electoral body while threatening to boycott the 2017 General Election if IEBC commissioners are still in office.
