Kiambu Governor Ferdinand Waititu and Mombasa Governor Hassan Joho tied with a C grade.
TIFA also revealed that 77 percent of Mombasa residents who took part in the poll approved painting of the Central Business District (CBD).
However, 25 percent said the county government should settle painting costs.
According to the survey, sewerage system is still a challenge in both Nairobi and Kisumu counties.
In May, after TIFA released county score cards, Kenyans took to social media to criticise governor Sonko’s ‘dismal’ score.
However, Sonko dismissed the findings saying TIFA had earlier said he wouldn’t clinch the county’s top job.
“ In some poll that was done by Tifa, we were ranked number last. We accept that position, but don’t forget that the same Tifa conducted a poll and said I will not be governor and today I’m standing here as the governor of Nairobi,” an irked Sonko retorted.
