MP Samuel Atandi faults CS Rotich for starving counties

Alego Usonga Member of Parliament Samuel Atandi has faulted Treasury Cabinet Secretary Henry Rotich, accusing him of starving counties of operation funds.

Mr. Atandi now wants Parliament to re-look the financial systems in a bid to take away some powers from the Treasury Cabinet Secretary.

Atandi claims counties have not met their development projections since they are not given money in time.

“Every time you hear Governors complain they don’t have money, it is the National Treasury that is to blame. Even us, Members of Parliament, we don’t get money for our constituencies. We must change these financial systems,” said the lawmaker.

The legislator says he will be drafting proposals on the best way counties will get money without Treasury having a hand.

“Counties are independent and nothing should stand on the way of their allocations,” he said.

The Council of Governors has been raising concerns over paralysis of activities in counties due to lack of funds.

Atandi now wants governors to take up the matter in the ongoing devolution conference that kicked off today in Kakamega County.
