NASA wants Parliament recalled to debate voter register audit report

The opposition National Super Alliance (NASA) has issued fresh demands for a recall of the National Assembly for a special sitting to discuss KPMG voter register audit report following an allegation that 968,000 dead voters are still in the electoral roll.

In a statement by NASA, co-principal Musalia Mudavadi, has further accused the electoral body, IEBC, of colluding with Civil Registration Services (CRS) to explain away its determination to retain dead persons in the voters register for what they argue as purposes of election rigging.

“NASA is aware also that KPMG identified 1,037,260 deceased persons in the Register of Voters.  IEBC announced it had deleted only 92,277 from the register. There is, therefore, an unaccounted for balance of 968,558 dead voters in the Register that IEBC is intend on retaining,” read the statement in part.

“Our fear is that these inflated figures represent un-expunged dead voters and will result in excess ballots for stuffing.”

Mudavadi now wants IEBC chairman, WafulaChebukati, to explain the measures the commission will put in place to ensure that dead voters do not vote in the August 8 polls, claiming they had done so in past elections.

In its audit, KPMG said the number of deaths for all ages for the period 2012 to 2016 is expected to be 2,390,054 but only 970,895 had been registered. However, IEBC removed 88,602 names from the register after they were confirmed to be dead.

“The gazettement of a register containing almost one million dead voters and costing Ksh 20,000 is of no value to any Kenyan other than to demonstrate that IEBC has already a pre-determined elections outcome through rigging,” added NASA.

The commission had, however, earlier on moved to assure Kenyans of a free and fair poll come August.

Speaking on Radio Citizen on Thursday, July 6 morning ,IEBC Chief Executive Officer, Ezra Chiloba assured Kenyans that dead voters details will not be used to influence the outcome of the polls.

Chiloba further indicated that that it is impossible for dead voters to cast the ballot because the commission has ensured that the system in place will verify voters based on their biometric data, which means only eligible voters will exercise their democratic rights.
