NGO petitions Parliament to OUST Auditor General Edward Ouko

A Non-Governmental Organization has now filed a petition in the National Assembly seeking to compel the president to form a tribunal to remove Auditor General Edward Ouko from office.

According to the NGO, International Policy Group, the move is based on probe report by EACC that recommended Ouko be charged with abuse of office and failing to comply with procurement laws.

In his petition, Group Executive Director Martin Nkari said the report found that the embattled Auditor General irregularly procured audit software for Ksh100 million through direct procurement.

The petitioner said their move is necessary after the Director of Public Prosecutions Keriako Tobiko failed to respond appropriately to the recommendations by the anti-graft commission.

Nkari wants MPs to declare that Ouko irregularly issued the tender that was overpriced by more than Ksh80 million hence benefiting from proceeds of crime and should face the consequences.

In October 2016, documents seen by Citizen Digital detailed a concluded investigation, with Ouko alleged to have irregularly procured audit vault software whose price he purportedly inflated from Ksh18 million to Ksh100 million.

Sources at the anti-graft body told Citizen Digital then that the entire amount was paid before the job was done back in 2013.

However, a senior EACC official was said to have been interfering with the case and sitting on it and as such, the matter was held in abeyance.

The audit vault software was single sourced, and EACC detectives, therefore, opened an investigation into alleged irregular procurement and theft.
