No provisional results during October 26 election, says IEBC

The electoral commission now says that there will be no display of provisional results at the national tallying centre during the October 26 repeat presidential election since it will not be able to reconfigure the KIEMS kits on time, owing to the inclusion of five other presidential candidates on the ballot.

In an internal memo, IEBC CEO Ezra Chiloba on Saturday (October 14) conveyed that the commission had already reconfigured the election management system (KIEMS) kits to include only two candidates; Jubilee Party’s Uhuru Kenyatta and Raila Odinga of the National Super Alliance (NASA).

Chiloba noted that with 11 days to the fresh poll, IEBC has no adequate time to reconfigure again to include names of Thirdway Alliance candidate Ekuru Aukot, Abduba Dida of Alliance for Real Change and independent candidates Joe Nyaga, Japheth Kaluyu and Michael Wainaina.

This means that presiding officers at constituency levels will not transmit text election results. Instead, they will only send the scanned images of results declaration forms to the constituency and national tallying centres, and later deliver the physical forms to their respective constituency returning officers (CROs).

CROs will then be required to generate forms 34B from the scanned images and verify them against the physical documents.

They will then scan forms 34B and transmit to the national tallying centre before delivering the physical documentation in their possession to the Bomas of Kenya.
