NYS scam: Sicily Kariuki, Kobia snub House team summons

Cabinet Secretaries Margaret Kobia and Sicily Kariuki have snubbed summons to appear before a House team over the National Youth Service (NYS) scandal.

The two were to meet with the Parliamentary Accounts Committee on Tuesday morning and answer questions regarding the Ksh.9billion scandal.

This was not taken lightly even as chairman of the team Opiyo Wandayi received a letter of travelling clearance from the Executive office of the President allowing Ms. Kariuki to travel abroad.

The Health CS is currently at Harvard University in the U.S. with First Lady Margaret Kenyatta.

It is however, not clear why CS Kobia did not appear before the committee.

In their place were Permanent Secretaries from their ministries Julius Muiya and Safina Kwekwe.

Mr Wandayi and other MPs raised concern after it emerged that the two could not answer their questions.

They were then asked to leave and return when they are better prepared to face the team.

The Parliamentary team further said that Public Service Head of Accounts Sammy Mbugua should appear before them if he is the one to answer questions that the two State officers could not.

Mbugua is among the officers who are in police custody as investigations into the NYS scandal continue.
