ODM accuses Jubilee of defending ‘thieves’

The Orange Democratic Movement has criticised the Jubilee Government for protecting individuals who have been involved in the ‘disappearance’ of Eurobond proceeds.

In a strongly-worded statement to the media on Thursday, ODM said the fumbling, evidenced by the government on the Eurobond issue, is a clear effort to cover up for those involved in the loss of the money.

“For about a month now, we have asked specific questions and sought specific answers about the Eurobond loan. In a bid to run away from the questions, Jubilee MPs tried to bury the matter by returning to the campaign of mass lies and propaganda spearhead by 50MPs,” ODM stated.

“This is what they did when we raised alarm over theft at NYS.  It is just a confirmation that Jubilee has stolen the Eurobond money. Jubilee defended Anne Waiguru and defended the Galana Irrigation project but in both cases the theft we talked about came out clear to all.”

ODM said they directed the Eurobond question to President Uhuru Kenyatta purposely because as the CEO of the country he is accountable to the people and also because he is the one who announced Eurobond plans to Kenyans.

“President Uhuru Kenyatta is therefore personally responsible for the Eurobond controversy and must clear it. No number of Jubilee MPs can shield him from this responsibility,” read the statement in part.

They called on the president to show Kenyans the infrastructure projects funded by the Eurobond money and a value-for-money audit that verifies the expenditures and projects funded Ministry by Ministry.

The party called on President Kenyatta to explain how each ministry that received Eurobond money spent it and show the projects the money was spent on.

“We have demonstrated in our various communications that the government has understated domestic borrowing for FY 2014/15 by Ksh140 billion, from Ksh250 billion to Ksh110 billion in order to accommodate all the Ksh250 billion Eurobond in its budget accounts.”

“This is mischief and desperation meant to hoodwink the public.  Without the understatement of domestic revenue, the government’s accounts will not balance.”

They pointed at National Treasury Cabinet Secretary Henry Rotich’s latest pronouncement on the matter saying it shows inconsistence and raises suspicion.

“The National Treasury told us that all the monies have been accounted for and there was nothing to investigate. Last week, Mr Rotich himself changed tune and said he has no information.”

“He told anti-graft agencies that he has given ministries that benefited from Eurobond cash a three-week ultimatum to file reports on how the money was spent”

They also accused Deputy President William Ruto of deceiving Kenyans by claiming that a desk has been set up to answer questions related to Eurobond, yet nothing of the sort was in place.

“The DPP had earlier given 10 days to his officers to investigate Euro Bond and report to him. The EACC has also claimed that it is investigating the matter. We are talking about agencies of the same government.”
