Ouko report reveals Ksh.60M Kisumu rig has no log book

Auditor General Edward Ouko has sounded the alarm over a rig purchased in Kisumu saying it does not have a log book.

A report signed by Mr. Ouko indicated that the rig valued at Ksh.59,122,815, with three of its components, were not documented in the fixed asset register.

This is according to the report for the financial year 2016/2017 for Kisumu County which was under former Governor Jack Ranguma at the time.

The rig was launched by Mr. Ranguma on May 30, 2017 to help address water scarcity in most parts of the county.

The current administration under Governor Peter Anyang’ Nyong’o is still using the rig to drill boreholes but it has not yet been established whether the log book was finally acquired.

The same report further puts Kisumu County on the spot over Ksh.65million that is unaccounted for.

The amount was part of the Ksh.94million allocated for the purchase of vehicles and other transport services for the county.

“The propriety of the vehicles cannot be ascertained since they are not supported by receipts of payments,” said Ouko.
